Impact Analysis required - what happens next

After OIA has reviewed the information you supply, we will tell you if an Impact Analysis (IA) must be completed.

Information included in an IA

An IA must address seven key questions.

Finalising an IA

It must be completed before whichever event occurs first, either:

• a Government decision is announced, or
• before the introduction of legislation.

IA assessment process

Early assessment:

OIA can work with you on an early assessment. To be eligible, you must have answered the first four IA questions and provide a consultation plan of who the Department will consult and how.

Formal assessment:

Once ready to start the formal assessment process, your IA needs to be certified by your Deputy Secretary or a delegated authority before it is submitted to OIA. The IA then undergoes a Government required two pass assessment.

Two pass assessment:

An IA can be submitted for a first pass assessment to OIA once all seven questions have been answered.

During the first pass assessment, OIA reviews the IA and provides feedback. The policy area is able to incorporate feedback or make amendments after the first pass, before submitting for the second pass and final assessment.

Second pass and final assessment:

The final IA is assessed as either:

• Insufficient
• Adequate
• Good, or
• Exemplary

A ‘good’ or ‘exemplary’ IA indicates a higher level of analysis and is much more informative in the decision making process.

Once the policy has been announced, and the IA and OIA's quality assessment are published.
