Primary Industries (Excise) Levies Bill 2023

Problem being addressed

The current agricultural levies legislation has been in place since 1989 and has grown over time as industries have chosen to establish statutory levies on more commodities. There are currently more than 50 pieces of legislation governing over 110 levies across over 75 commodities and 18 levy recipient bodies.

Consumer Goods (Non‑refillable Helium Cylinders) Safety Standard 2022 (legislation.vic.gov.au)

Problem being addressed
Deaths from suicide by asphyxiation of helium balloons occur in Australia and overseas. Between 2016 and 2021, the Victorian, Queensland and ACT Coroners have written to the ACCC on 17 occasions to notify of asphyxiation deaths caused by the deliberate inhalation of helium gas and to make recommendations for the ACCC to regulate helium balloon kits to reduce the number of suicides using these products.

ASIC remakes financial reporting legislative instrument | ASIC

Problem being addressed
Set to sunset

Proposal
ASIC has certified that ASIC Class Order [CO 13/1050], which is scheduled to sunset on 1 October 2023, is operating efficiently and effectively. This certification was informed by a consultation process with affected parties. the instrument is being remade without changes.

ASIC Derivative Trade Repository Rules 2023

Problem being addressed
ASIC Derivative Trade Repository Rules 2013 were scheduled to sunset on 1 October 2023.

Proposal
Remake the ASIC Derivative Trade Repository Rules 2013 under 903A(1) of the Corporations Act 2001 (the Act) in substantially the same form to continue the operation of the existing requirements for a further ten-year period.

Airports Regulations 2023 and Airports (Ownership) Regulations 2023

Problem being addressed
The Airports Regulations 1997 and Airports (Ownership-Interests in Shares) Regulations 1996 sunset on 1 April 2024, so will be automatically repealed if no government action is taken to replace them by that date.  If they are allowed to sunset, the Commonwealth regulation of activities and industry participants for 22 leased federal airports in Australia would be disrupted, creating uncertainty and potential safety, environmental and other impacts.
