Independent Review – Department of Education and Training

On 14 October 2015 the Minister for Education and Training announced the new Higher Education Standards which will come into effect from 1 January 2017. The Higher Education Standards provide the basis for the regulation of higher education providers and courses by the Tertiary Education Quality and Standards Agency (TEQSA). A review of the Higher Education Standards included consultation with stakeholders, including universities, non‑university higher education providers, sector peak bodies, and state and territory officials, as outlined in the Higher Education Standards Panel’s report. The independent review was certified by the Department of Education and Training as meeting the requirements of a Regulation Impact Statement. The Office of Best Practice Regulation (OBPR) does not assess independent reviews. The Department of Education and Training was consistent with best practice in certifying the independent review and seeking agreement to regulatory costs. The Department estimated regulatory saving of $2.5 million per annum. The OBPR has agreed to the costing.
