The Australian Government Impact Analysis Framework supports decision‑makers to understand the wider impacts, including the intended and potentially unintended effects of a policy proposal and make evidence‑based decisions considering trade‑offs. The framework outlines the best practice approaches and requirements for conducting impact analysis (IA) and developing IA products to inform decision‑making.
The Practical Guide for Agencies provides agencies with additional information to develop an impact analysis in practice. The practical guide helps agencies navigate each of the 5 steps in the impact analysis process, manage special cases and to develop robust analysis and evidence on the effects of a policy proposal.
The Impact analysis (IA) process is a resource for agencies to work through the required steps in a simplified format.
The 7 impact analysis questions document summarises the 7 IA questions within the framework that will be answered when undertaking an impact analysis.
The Dashboard Impact Analysis Template should be used when drafting a Dashboard IA and is the standard format to present a Dashboard IA to decision makers.
The Detailed Impact Analysis Template may assist with drafting a Detailed IA.
The Statement of Sufficiency must be endorsed by a Deputy Secretary (SES Band 3) equivalent or higher to confirm that the IA addresses the 7 IA questions, including a credible estimate of regulatory burden. The Statement of Sufficiency is built into each template but is also available here as a standalone document if needed.
The new framework commenced on 1 July 2026.
