Problem being addressed
The Australian Trusted Trader Programme (the Programme) was established by the Customs Amendment (Australian Trusted Trader Programme) Act 2015, and the Customs (Australian Trusted Trader Programme) Rule 2015 (the Rule) introduced a trust-based framework at the border for entities that met or exceeded international supply chain security and trade compliance standards. Entities who met these standards and qualified for participation in the Programme were assessed as low-risk and benefited from reduced regulatory burden and streamlined customs processes. The Rule was due to sunset on 1 October 2025.
Proposal
The Department of Home Affairs (Home Affairs) proposed to remake the Rule without significant changes. The new Rule is the Customs (Australian Trusted Trader Programme) Rule 2025.

Assessment comments
Consistent with the Government's requirements for Sunsetting Legislative Instruments, Home Affairs has consulted affected stakeholders and certified that the Rule is operating effectively and efficiently in lieu of preparing an Impact Analysis for remaking the Rule with minor amendments.
Regulatory burden
Home Affairs estimates that because the remake of the Rule does not substantially alter the policy, the additional cost of compliance for people, businesses or community organisations is nil.
