System restart services, standards and testing

COAG Consultation Regulation Impact Statement – Australian Energy Market Commission

On 19 December 2019, the Australian Energy Market Commission (AEMC) released a draft rule determination and accompanying draft rule titled National Electricity Amendment (System restart services, standards and testing) Draft Rule 2020. The draft Rule aims to improve the provision and effectiveness of system restart ancillary services (SRAS).

The draft rule will enhance the ability of the Australian Energy Market Operator (AEMO), transmission network service providers (TNSPs) and other parties involved in the restoration of the power system to effectively prepare for, and respond to, a major supply disruption. These changes will increase the likelihood that electricity supply can be restored to consumers in a timely manner following a major blackout.

The AEMC’s draft rule determination has been assessed by the Office of Best Practice Regulation as compliant with requirements for a Council of Australian Government’s Consultation RIS.

Comments on this Draft Determination and Draft Rule are invited by close of business 20 February 2020. More information on the consultation process, including how to make a submission, can be found here.
