COAG Decision Regulation Impact Statement – Commonwealth, state and territory governments
On 26 November 2018, Commonwealth, state and territory governments formally committed to the National Consumer Protection Framework (National Framework) for online wagering in Australia.
The National Framework has been developed in response to the recommendations made in the 2015 Review of Illegal Offshore Wagering. The National Framework provides 10 consumer protection measures, which aim to reduce the harm that can be caused to individuals and their families from online wagering, from a voluntary opt-out pre-commitment system to a national multi‑operator self‑exclusion scheme.
The Commonwealth and state and territory governments will implement the measures under the National Framework progressively over the next 18 months.
A Decision Regulation Impact Statement (RIS) was prepared by the Department of Social Services (the Department) in consultation other Commonwealth departments and state and territory officials. The RIS has been assessed as adequate by the Office of Best Practice Regulation (OBPR) in accordance with the Council of Australian Governments’ RIS requirements.
The Department estimates the National Framework will result in a net increase in regulatory burden of $4.7 million a year. The OBPR has agreed to this estimate.
