Mandatory Primary Frequency Response

On 26 March 2020, the Australian Energy Market Commission (AEMC) released a final rule determination to require all scheduled and semi-scheduled generators in the National Electricity Market (NEM) to support the secure operation of the power system by responding automatically to changes in power system frequency.                                                                                             

Having regard to the issues raised in the rule change request and during consultation, the Commission is satisfied the rule will, or is likely to, contribute to the achievement of the national electricity objective (NEO). An increase in the provision of primary frequency response (PFR) from generators will improve the security of the national electricity system for the benefits of consumers and will give the Australian Energy Market Operator (AEMO) greater confidence that it is maintaining the power system in a secure operating state.

The AEMC’s final rule determination has been assessed by the Office of Best Practice Regulation as compliant with requirements for a Council of Australian Government’s Decision RIS.
