Mandatory Primary Frequency Response

COAG Consultation Regulation Impact Statement – Australian Energy Market Commission

On 19 December 2019, the Australian Energy Market Commission (AEMC) released a draft rule determination and accompanying draft rule titled National Electricity Amendment (Mandatory Primary Frequency Response) Rule 2020.

This draft rule requires all scheduled and semi-scheduled generators in the National Electricity Market (NEM) to support the secure operation of the power system by responding automatically to changes in power system frequency. An increase in the provision of primary frequency response (PFR) from generators will improve the security of the national electricity system for the benefits of consumers and will give the Australian Energy Market Operator (AEMO) greater confidence that it is maintaining the power system in a secure operating state.

The AEMC’s draft rule determination has been assessed by the Office of Best Practice Regulation as compliant with requirements for a Council of Australian Government’s Consultation RIS.
