Regulation Impact Statement – Department of Education and Training

On 2 December 2015, the Minister for Education and Training introduced the Family Assistance Legislation Amendment (Jobs for Families Child Care Package) Bill 2015 to make changes to child care fee assistance arrangements. The changes are broadly as announced in the 2015-16 Budget Jobs for Families Child Care Package and include introducing a single means tested subsidy from 3 July 2017 and changing regulatory requirements for child care services. A Regulation Impact Statement (RIS) for consultation was prepared by the Department of Social Services (the responsible agency at the time) and was published on 29 June 2015. A final Regulation Impact Statement (RIS) was prepared and certified by the Department of Education and Training and has been assessed as compliant but not best practice by the Office of Best Practice Regulation (OBPR). Given the significance of the reforms being undertaken and the likely impacts on the early childhood education and care market, to be assessed as best practice the RIS needed a more in-depth analysis of the expected net benefits. The RIS estimates the Jobs for Families Child Care Package is likely to produce regulatory savings of $104.5 million a year. The OBPR has agreed to the regulatory burden savings.
