Biosecurity and Export Certification Funding (cost recovery redesign)

Regulation Impact Statement – Department of Agriculture and Water Resources

On 30 October 2015, the Australian Government released Cost Recovery Implementation Statements (CRISs) describing changes to cost recovery arrangements for biosecurity and export certification funding. The redesigned arrangements aim to ensure cost recovery arrangements for imports and export certification activities are efficient, equitable and align with current business practice in the following four areas:

  • Biosecurity and imported food;
  • Live animal export certification;
  • Plant export certification; and
  • Food export certification.

A Regulation Impact Statement (RIS) prepared by the Department of Agriculture and Water Resources has been assessed as compliant and consistent with best practice by the Office of Best Practice Regulation (OBPR). The RIS estimates the total average annual regulatory savings at about $47.3 million per annum. The OBPR has agreed to the estimate.
