Consultation Regulation Impact Statement – COAG Energy Council

On 29 June 2018, the COAG Energy Council released a Consultation Regulation Impact statement (RIS) to explore possible options for addressing climate and energy policy issues in the National Electricity Market.

The RIS examines options including the status quo, a National Energy Guarantee and an Physically Backed Contracts option. The RIS responds to issues around maintaining energy reliability, lowering emissions in line with international policy commitments and improving affordability.

This RIS complements the National Energy Guarantee: Draft Detailed Design Consultation Paper (including its technical working papers) released by the Energy Security Board and the Draft Detailed Design – Commonwealth Elements released by Department of the Environment and Energy. Consultation periods on these documents close on 13 July 2018 and 6 July respectively. These documents provide additional detail on elements of the National Energy Guarantee option described in the RIS.

The RIS prepared by the Energy Security Board has been approved by the Office of Best Practice Regulation under Council of Australian Governments RIS requirements.

The Energy Security Board is seeking public feedback on the proposals in the Consultation RIS. The consultation period closes on 20 July 2018. The COAG Consultation RIS can be found here.
