Aircraft Noise Regulations – Department of Infrastructure, Regional Development and Cities
On 29 March 2017, the Department of Infrastructure, Regional Development and Cities (the Department) remade the Air Navigation (Aircraft Noise) Regulations 1984, which were due to sunset on 1 April 2018, as the Air Navigation (Aircraft Noise) Regulations 2018, with only minor amendments.
The regulations prescribe the noise certification requirements that apply to aircraft for operation within Australia and internationally. The remade regulations include reference to stricter noise standards endorsed by the International Civil Aviation Organization in 2015 to apply to new large aircraft types (over 55,000kg maximum take‑off weight) manufactured after 1 January 2018. For smaller aircraft (less than 55,000kg) these standards will apply from 1 January 2021. However, the impact was determined to be minor through consultation with the affected airlines, as their planned aircraft purchases were of existing types that are not subject to the new standards and it can be anticipated manufacturers will ensure new types comply with the latest international standards to enable international sales.
Consistent with government best practice regulation requirements for sunsetting instruments, the Department, after consultation, has assessed the instrument as operating effectively and efficiently. Therefore, a Regulation Impact Statement is not required for remaking this instrument without significant amendments.
